VLA Phase II: In-Depth Review for Core Instructional Programs
Phase II Core applications will be completed online by programs invited to proceed after Phase I approval. Submission of materials either in hard copy or via email will not be accepted.
All components of the application are required, including completed submission file, student materials, assessment materials, and other documents. Rubric submissions must include responses for all indicators on the relevant grade level sheets.

In order to be reviewed, the completed application, including materials detailed below, must be submitted.
- Completed rubric submission
- Completed Publisher’s Correlation Charts detailing alignment to the 2024 Standards of Learning for each grade level in the Core program:
- Publisher Correlation Grade K Reading
- Publisher Correlation Grade 1 Reading
- Publisher Correlation Grade 2 Reading
- Publisher Correlation Grade 3 Reading
- Publisher Correlation Grade 4 Reading
- Publisher Correlation Grade 5 Reading
- Comprehensive instructional materials, including (but not limited to):
- Student materials
- Assessment materials
- Additional instructional materials, including access to materials cited as evidence in the rubric submission for each grade level (e.g. implementation guides, student resources, etc.)
- Review team and public access details (login credentials for full access to teacher and student materials)
- Brief webinar or screencast (<20 minutes) orienting reviewers to the program (see Review Process Webinar for Providers for details)
Providers will be able to link all materials within the application.
