VLA Phase I: Initial Review for Core Instructional Programs

Phase I Core applications will be submitted online. Submission of materials either in hard copy or via email will not be accepted. Providers must request an account under the For Providers section to the right. Once the account is approved and the application window is open, providers can log in to begin an application. All components of the application are required, including program information, completed submission file, pricing guide, teacher's manual, and other documents.

Providers will indicate the grade levels (K-5) for which they would like their program to be reviewed. Rubric submissions must include responses for all indicators on the relevant grade level sheets, as well as the Accessibility Assurances sheet.

In order to be reviewed, the completed application, including materials detailed below, must be submitted.

Completed rubric submission
Instructional materials for each grade level for which you are applying, including:
- Teacher’s Manual
- Phonics Scope and Sequence
Terms of Service
Completed Pricing Guide (not required for school divisions; required for all other providers)
Publishers’ Submission Forms for Virginia’s Textbook Approval Process, completed with signature (not required for school divisions; required for all other providers)
Review team access details (login credentials for full access to teacher and student materials)
Accessibility Assurances

Providers will be able to link all materials within the application.

Get Started:

To apply for the VLA Instructional Review, you will set up an account that will allow you to log in and save your applications as you work on them.

Note: you must request an account first.

Request an Account:

When an administrator approves your request, you will receive an email with a one-time login link. From there you will set your password and begin your application(s).

Begin Application:

Once the application window is open, you will be able to log in to begin an application.

You will be able to save a draft of your applications and return to them later on the My Applications page.

Submit Application:

When you are ready, submit your application(s). You will be able to see your submissions on the My Applications page.
