Phase I Core applications for Cycle 4 will be submitted online. The Phase I application window for K-5 core programs will open on January 13, 2025 and close on January 28, 2025 at noon EST. Submission of materials either in hard copy or via email will not be accepted.

Providers must request an account under the For Providers section to the right. Once the account is approved and the application window is open, providers can log in to begin an application. All components of the application are required, including program information, completed submission file, pricing guide, teacher's manual, and other documents.

Providers will indicate the grade levels (K-5) for which they would like their program to be reviewed. Rubric submissions must include responses for all indicators on the relevant grade level sheets, as well as the Accessibility Assurances sheet.

Phase I: Initial Review Application for Core Programs

In order to be reviewed, the completed application, including materials detailed below, must be submitted. 

• Completed rubric submission
• Instructional materials for each grade level for which you are applying, including:   
  • Teacher’s Manual  
  • Phonics Scope and Sequence 
• Terms of Service
• Completed Pricing Guide (not required for school divisions; required for all other providers)
• Publishers’ Submission Forms for Virginia’s Textbook Approval Process, completed with signature (not required for school divisions; required for all other providers)
• Crosswalk of program content with the 2024 VA Standards of Learning for the corresponding grade levels
• Review team access details (login credentials for full access to teacher and student materials)
• Accessibility Assurances 

Providers will be able to link all materials within the application.
