VLA Phase II In-Depth Review Application for Core Instructional Programs

Phase II applications will be completed online for each grade level of each program submitted for review. Submission of materials either in hard copy or via email will not be accepted.

If you are a Virginia school division, please do not apply at this time. Instead, please email VLP at [email protected] by July 1, 2023, with your intent to apply.

Phase II: In-Depth Review Application


In order to be reviewed, the completed application, including materials detailed below, must be submitted. 

  • Login information to access the entire program (Digital access to both print and online materials) including all teacher and student materials as if the reviewers were a teacher with full access to the program.
  • Access to all instructional materials (e.g. implementation guides, teacher's editions, sequence tools, student resources) cited as evidence in the worksheet for each grade level for which you are applying. Providers do not need to resubmit Phase I instructional materials. 
  • Essential Program Components (page 3 of the online application)
    • Many programs come with additional resources/add-ons that may be necessary to achieve desired results and fully align with science-based reading research and evidence-based literacy instruction. This section must include:
      1. A bulleted list of the essential program components (program materials) necessary to ensure effective results and improve outcomes when implemented as demonstrated
      2. A description of how components (program materials) are sold (e.g., as an all-inclusive kit, a la carte/individually, etc.)
      3. Information about the PD materials for teacher implementation 
  • Accessibility Assurances (page 4 of the online application)
  • Providers will be able to upload or link all their materials within the online application
